NEW Features at Arrowbear Park are Starting to Come in Place

Arrowbear Lake, California - June 12, 2024 – The Rim of the World Recreation and Park District is thrilled to announce the beginning of installation of a few new features at Arrowbear Park, thanks to the allocations from Proposition 68 Per Capita funding. These additions are set to enhance the visitor experience, promote outdoor recreation, and foster a deeper connection with the park.

Proposition 68, the Parks, Environment, and Water Bond Act of 2018, has provided vital financial support for California's parks and recreational spaces. Via an application process, the Rim of the World Recreation and Park District’s Arrowbear Park qualified as a recipient. Through thoughtful planning and collaboration, these funds have been allocated to enhance Arrowbear Park, with the following features:

1.       Climbing Bear in Playground: Fitting that Arrowbear Park should have its own bear, this loveable climbing structure, modern in equipment awaits young adventurers designed to inspire active play and imaginative exploration.

                  The Park District invites the Rim of the World community to submit a name suggestion for the new                              climbing bear by visiting the Rim of the World Recreation and Park District website, www.rim-rec.org.

2.      Cantilever Shade Structure: The shade structure will expand the ball field seating area and picnic area providing visitors with a more comfortable spot to enjoy meals with family and friends and watch a baseball game.

3.      Playground Swings: Upgraded swings will be added to the playground.

More Park District Happenings and Facility Updates

Several projects and upgrades are currently underway:

  1. The Full Cost Recovery Model and Policy Plan with Comprehensive Fee Study is in its final stages. The Rim of the World Recreation and Park District Board of Directors have reviewed and approved the Preliminary Budget FY 2024-2025 along with the 2024-2025 FY Fee Schedule and 5 Year Capital Improvement plan. The Rim of the World Recreation and Park District has never undergone a fee study (which takes into account different demographic groups, community input, operating cost, balancing financial sustainability, comparable agencies, market demand, local laws, economic impact, and long-term planning) and therefore must have this analysis of various factors to determine appropriate fees for  services, programs, and facilities.  
  2. Twin Peaks Community Center and Robert Hootman Community Center:
    • Both centers are undergoing significant improvements, including the installation of new windows, an HVAC system, and a generator.
    • Both centers are undergoing cosmetic upgrades and repairs to create are more useable, and versatile space for all constituents, visitors, and the general public.
    • These upgrades have already commenced, and during this period, the facilities may be closed to the public.
  3. Running Springs Dog Park:
    • A land lease has been approved with the Running Springs Water District for a new dog park near Whispering Pines Drive, adjacent to the Running Springs Library.
    • The Park District has received quotes for renderings that cost above the anticipated cost for the project. The Park District still plans on organizing community meetings in Running Springs to gather feedback on funding sources to proceed with the necessary topography report and land renderings before any decision can be made on dog park design and development.
  4. District Office Activity Room/Gym in Rimforest:
    • This facility experienced beam damage to the ceiling area due to recent storms. Although it is deemed safe and habitable, the affected area will remain closed to the public as a precaution until the insurance claim is settled and repairs are completed.

These efforts are part of the Park District's commitment to maintaining and improving its facilities to better serve the community. Keep an eye out for further announcements regarding meeting schedules and project updates.

 

Districts Make the Difference, What does that mean?  
Rim of the World Recreation and Park District is an independent special district sanctioned under California Law for the performance of local government functions. Special Districts range in size from very small to very large. The Rim of the World Recreation and Park District is a smaller Independent special district that operates on a budget of $1.162 million (only 2/3 of which is provided by a $22 annual per-parcel property tax, the remainder needing to come from use fees) yet serves a vast area of 110 square miles. What’s so special? Focused services. Special Districts like the Rim of the World Recreation and Park District were formed to deliver specific public services within defined boundaries for communities who want local control.

Responsibility to Provide a Wide Variety of Services
Since the Rim of the World Recreation and Park District is located in a resort area, our services are not limited to just locals and/or permanent residents or part-time residents, but to all who visit the mountain communities. Even those residents not located within our boundaries, but who own property in our mountain community can benefit from the use of our services. Unlike other Special Districts, our mandate and the services provided have resulted in a great range of opportunities for public recreation.


Benefits of Special Districts
According to the State Legislative Analyst, independent special districts have consistently shown the slowest rate of spending growth for local governments. We believe this is due to the high degree of accountability to the public and to the specific nature of the services provided by special districts. In the case of the Rim of the World Recreation and Park District, it’s due also to our fixed-rate tax source that does not adjust for inflation but must be supplemented by increasing efficiency and other measures. The Rim of the World Recreation and Park District is considered an independent special district because we are directly accountable to our constituents, not another layer of local government and have an elected board that sets policy.

These local agencies enable their constituents to have local control and are passionate about providing high-quality services and resources in the most efficient and effective manner.
